FAQ on Stairlift / Chair Stairlift Installation and PTO Application
Yes. Lift installers must be registered with the Building and Construction Authority (BCA) under the RW02 registration category. They are also required to conduct testing and commissioning in conjunction with a Specialist Professional Engineer (SPE) to meet regulatory requirements.
The process involves several key steps and approvals. Please read carefully:
i. Prior Approval from the Commissioner of Building Control
Before any installation begins, approval must be obtained from the Commissioner of Building Control . According to Building Control Regulation 29(1) , no lift or escalator (including stairlifts) can be installed without this permission.
The building owner or developer must submit an application to the Commissioner for both the building plans and, if needed, structural plans for the proposed works. These applications must be submitted via CORENET , following the standard procedure used for any proposed building works.

ii. Structural Assessment and Certification by a Professional Engineer (Civil)
All bracings, mounting systems, and fixings must be properly designed. A Professional Engineer (PE) must be engaged to:
- Assess if the installation requires a structural plan submission under the Building Control Act.
- Check and certify the structural loading capacity of the existing building or structure.
- Advise if the structure can support the proposed stairlift.
- Review existing structural drawings (if available) to make this assessment.
If the building can support the additional load , the PE must produce:
- A set of structural drawings
- Design calculations
- A certification confirming the structure is suitable
These documents must be submitted along with the Building Plan (BP) application .
If the structure cannot support the stairlift as-is and reinforcement is required, the PE must make a separate submission of the structural plans to BCA for approval under Section 5 of the Building Control Act.
The requirement for a BP application remains applicable in all cases.
iii. LEAP Submissions After CORENET Approval
Once CORENET submissions have been approved, the following must be submitted via LEAP :
- An updated location plan of the stairlift or chair stairlift
- Form BPD_CSC04 for the installation
iv. Is SCDF approval required for stairlift installations?
It depends on the type of building:
- Not required for stairlifts installed in:
- Residential buildings such as detached , semi-detached , and terrace houses , not exceeding three storeys
- HDB units
- Required for all other building types.
In these cases, please contact scdf_qp_consultant@scdf.gov.sg for clearance. Once approved, submit the SCDF approval through LEAP as part of the new PTO application.
Many providers in the market are not registered with BCA and therefore do not have the authority to issue the necessary licenses or submit compliance documents. Without RW02 registration and the involvement of a Specialist Professional Engineer, these companies cannot legally carry out compliant installations.
